The most dangerous phrase used by this socialist bureoucrat is “return on taxpayer investment.” The taxpayer does not invest in anything. Investment is a private decision by an individual to loan money to another individual or a group of individuals (i.e., a business) for the purposes of monetary gain. What we have here is the state stealing money from its citizens and redistributing it, then calling the results a “return on investment.”
